Mayor Mills is not above using her authority to get what she wants. She’s constantly using threats and manipulation to get compliance from the citizens of Storybrooke, with only a few brave souls willing to defy her openly. The Mayor has committed the following crimes, that we know about:

- Employs a reporter from the local newspaper to spy on and write vicious articles about citizens of the town, particularly Emma Swan
- Used threats against Dr. Hopper to frame Ms. Swan for stealing confidential patient files
- Started a physical altercation with Ms. Swan
- Attempted to circumvent the town charter to directly appoint a new Sheriff
- Coordinated with a local citizen the robbery of Mr. Gold’s house and the taking of a very particular piece of his property
- Had a mysterious young woman imprisoned beneath Storybrooke Hospital
- Spray painted the word “Tramp” on Mary Margaret’s car
- Used a set of skeleton keys to break into the home of David and Kathryn Nolan to steal a letter

With all of that corruption—and likely more—it’s shocking that Mayor Mills has been able to stay in office for as long as anyone can remember.
