As Regina stepped up her campaign to get Emma to leave town, Graham was caught in the middle. First, he had to arrest Ms. Swan for allegedly stealing Henry’s file from Dr. Hopper’s office. When he refused to arrest her again, we learned that he may be the only person in Storybrooke, besides Emma, who’s willing to say “no” to the Mayor.
